WAVE RULES

Start with no more than two approved channels and one creator link per channel.
Review after 72 hours or 10 verified AI, whichever comes first.
Pause on a security incident, repeated failure code, elevated server errors, or replay-integrity regression.
Do not distribute PLAY, EVALUATE or VOTE until at least one certified public game exists and the owner activates the next wave.
